Abstract:
The essence of personal needs and experimentally proved that people with a clear need to achieve expedient to attract to work in local government, as they perfectly perform tasks that provide the opportunity to feel personally responsible for the outcome and the possibility of feedback. Persons with a clear need for power and high levels of internal inhibition and the level of affiliation, which is below the level of needs in power are people with leadership motive syndrome and they can create the optimal environment of the leader to meet the needs of the citizens of the territory. Individuals with a strong motive of affiliation and less strong motive power and achievements can hold positions on the boards of various evels, as they are more likely focused on caring for the welfare of citizens.
