MODELS OF PUBLIC ADMINISTRATION OF NGO-STATE PARTNERSHIP: THEORETICAL AND METHODOLOGICAL ASPECT

Abstract:
In the article the results of research on the author of the world's governance models of NGO-state partnerships. The conceptual basis for the formation of public organization-state partnership is defined business relationships and government regulation, and typical partnership, and model of public administration. NGO-State Partnership begins when non-governmental organizations and nonprofessional organizations and associations build social enterprises that seek to address national issues: employment, poverty reduction, communication, etc. NGO-State Partnership is a joint non-governmental organizations and the state. This aims at the formation of the social economy. The social economy is formed by the development of social business and social entrepreneurship. Their basis is economic activity NGO. Profit NGO directed to the solution of national problems. Public Administration of NGO-State Partnership is activities of the state (of the public authorities). It aims to create the conditions for distribution partner responsibilities between the state and civil society groups to the formation and sustainability of social business and social entrepreneurship. The state provides tax incentives to investors social business and social entrepreneurship. It regulates the formation of the incubation period. It implements initiatives NGOs to respect the laws of social business and social entrepreneurship. Public Administration of NGO-State Partnership in Ukraine is fundamentally new relationship between state and society. Their foundation is the creation of public and social economy and social capital. Author the article demonstrates the model of Public Administration of NGO-State Partnership. Author singled out a model for Ukraine. This model is based on the global experience.
