Abstract: The article describes the optimal model for the organization and operation of the health insurance funds. The role of health insurance funds as an important source of the off-budget health financing and long-term direction for health reforms was described. The optimal principles of health insurance funds were determined. The automation control system for the health insurance funds’ management was presented.
