Methodological basics of mechanisms’ improvement of state management by regional development

Abstract: In the article the question concerning system approach usage is disclosed towards conditions elaboration, perspective directions of region’s development, which includes all levels of management; permanent improvement of the system for multilevel, multivariable territorial planning with versatile account taking of region’s specificity and changing external & internal conditions. The importance of creativity predominance is proved in elaboration, realization, correction of strategic plans; organization-structural options separation of strategic management from the options of current operating management by region activity; elaborations and use of adequate mechanisms and tools of region’s management. The topical problems of methodological grounding in country roles and options are reviewed regarding the balanced development provision of its territories. The modification of modern mechanisms is researched concerning the state adjustment of social-economic processes on the level of region. It is noted that the need in special methodology of state management has appeared in connection with overdue necessity of serious organizational transformations in the system of regional management, which needs the elaborations of certain institutional conditions. Organizational and institutional changes in management by region development are closely interconnected, mutually conditioned and intertwined between each other. It is proved that organization-institutional development is an integration interaction and realization of organizational, structural & institutional aspects, connections, ways and tools of activity update in management structures. It includes the creation of special organizational culture, competence increase, cognition, managers’ and specialists’ creativity, which provides the innovational development of region system development in modern conditions of economics modernization. For provision of reasoned organization-institutional development of management system by regional development the basic principles are formed accordingly to which the progressive changes should be performed. It is highlighted that the important place in the system of region strategic management the monitoring of strategy realization process should be occupied, the tasks of which are uninterrupted control provision, processes and intermediate results evaluation, deviations detection and recommendations forming to management regional authorities for timely decision making towards strategic actions correction directed to goals achievement in given parameters and scale factors. The key principles of organization are generalized concerning scientific grounded strategic management on regional level. It is proved that their systematic usage will give the opportunity to create the modern strategic management in region, which is able to solve effectively the topical tasks of social-economic development. The methodological basics of mechanisms improvement in state management by regional development are determined. Offered methodology of organization-institutional development in regional management system, which includes an integration totality of evolutional and systematic-integration approaches; concepts of HR management, competence development, intellectual capital activation. This methodology is based on specific principles and mentioned approaches and concepts, differs from implemented tries, it is systematic, characterized by integration use of main ideas and topical status of mentioned modern scientific conceptual approaches. The using of its main components is capable to provide the scientific grounded approach to strategic management improvement by region economics modernization conditions.
