Abstract: The article improved conceptual - categorical field theory, public administration and local government, through identification of the content of the initial concepts disclosed with regard to the density of interaction categories with the basic provisions of the theory of administrative law and structural information of the reliability theory of systems. Noted that the introduction of the legal Institute of administrative services has had a positive impact on improving and enhancing management efficiency.
