Mediterranean Policy of the European Union and the Barcelona Process

Abstract: The Barcelona Process started with the announcement of the Barcelona Declaration in November 1995, by 27 participants that is composed of 15 European Union Member States and 12 Mediterranean countries. It was presented as an ambitious project aimed to transform the Mediterranean basin into an area of ‘peace, stability and prosperity’. Besides the strong emphasis on democratisation and human rights in the Declaration, it was one of the main goals to establish a common free trade area by 2010. This article examines the Barcelona Process starting from the earlier Mediterranean policies of the European states and evaluates its structure and development up to date.
