Dall'eterogeneità regionale alla standardizzazione PNRR: un'analisi del “locus organizzativo” nell'integrazione sociosanitaria italiana

Abstract:
This paper examines whether the territorial care models introduced by Ministerial Decree (DM) 77/2022 under Italy’s National Recovery and Resilience Plan (PNRR) achieve effective socio-health integration or mainly reorganize services within the National Health Service (NHS). Using a comparative qualitative analysis of the Regional Implementation Plans (PAR), the study applies an updated version of the “organizational locus” framework, defined as the area of overlap between Primary Care, Secondary Care, and Social Care. The findings show that national standardization has significantly strengthened integration between primary and secondary care, while the involvement of Social Care remains limited in most regions. Effective socio-health integration emerges only in Tuscany, the Autonomous Provinces of Trento and Bolzano, and Emilia-Romagna. The new models therefore risk “medicalizing” territorial care and maintaining social services in separate institutional silos. Achieving genuine integration requires moving beyond physical co-location towards shared governance, interoperable information systems, and integrated funding between the NHS and Municipalities.
