The regulatory reform proposed by the Basel Committee

Abstract: In late 2009, the Basel Committee has published two consultative documents to strengthen financial stability after the crisis.They revise significant aspects of Basel 2.The main objectives of the reform are: to raise the quality of regulatory capital, increasing its capacity to absorb losses; to extend risk coverage; to limit excessive leverage in banks’ balance-sheet; to reduce pro-cyclicality of prudential regulation, with the requirement for banks to accumulate resources in expansionary phases; to contain liquidity risk through quantitative rules.The quantitative impact study, launched last month, will provide useful guidance to finalize the rules by the end of the year.
