What is the Main Direction for Radical Improvement of the Education in Bulgaria

Abstract: The author has set an ambitious task to suggest a whole system of substantial measures or reforms for achieving a radical improvement of the Bulgarian education, which now suffers substantial weaknesses. One of the main means for achieving this goal is the turning of the educational process in all degrees and stages of the education into a creative one. Seven substantial changes are suggested for achieving this. The control in this sense should be also supported by the fact that the educated people in each subject should be evaluated by three evaluations: of knowledge, skills and activity and participation in the education process. In the higher education the education process should be most creative. For the presence of opportunity and insurance that the education process will be most creative in the higher education, the teachers in the higher schools should have the main obligation to make science – theoretic and applied, which is revealed in the making scientific contributions. Providing detailed definition of the scientific contribution, the author suggests how for sure to determine whether there really are contributions or not. Also, he suggests a whole system of ways for objective evaluation of the significance, i.e. of the quality and quantity of the contribution/s. The study reveals also many suggestions for creation of market of the scientific achievements – theoretic and applied – by creation in the country of demand and supply of scientific achievements. Such market should be the basis for the development of the material production. To encourage the scientists to achieve significant scientific contributions the author suggests the scientific ranks to be awarded by public defenses and 70% of all costs of the higher schools to come from incomes from sale of science. A change of this number should not be changed by any sponsorships or subsidies.
