New assignments for the national scientific policy

Abstract: The current innovative scientific policy is taking into consideration an increasing scope of factors, as a result of the rapid development of the global economy and the growing criteria of the highly competitive European and global market environment. In order to be incorporated adequately in such an environment, this policy should be targeted to an organic integration between scientific and technological achievements, favorable business environment, applying a mix of efficient mutually synchronized tools – suitable state financial mechanisms and instruments; organization environment, adequate legal framework; appropriate business incentives package. The implementation of the scientific innovative policy is a unique challenge, because of being influenced firstly by the specific economic environment in the country as a result of the untraditional and too long transition, reflected in not quite successful restructuring of Bulgaria’s economy and secondly by the main trends in European, defined in a number of documents – the Lisbon strategy, the targets from Barcelona for more investments in science, the concept on the European research space with the accompanying tools. Streamlined tasks are required in order to implement such innovative scientific policy, capable to guarantee a sustainable economic growth.
