Abstract: The challenge of excellence programs in the world is to improve the interaction of the university with its local and global environment and follow the rapid developments of science and knowledge. This study aims at presenting the participation of excellence clusters in improving the quality of higher education (HE) institutions achievements (the graduate, scientific research and social services) and their consistency with the main requirements of the socio-economic environment. Based on the review of literature on academic excellence and inspired by recent international experiences, we proposed a model for a cluster of excellence, applicable to Algerian universities, aimed at implementing change and innovation on HE achievements (Graduate, Scientific Research and Services), taking into consideration the requirements and needs of the institutions that operate in their territory. Hence, the present article aims at presenting the orientation towards academic excellence clusters. These contribute to the improvement of the quality of graduate by relying on the integral scientific qualifications and the quality of scientific research, based on inquiry, practice, and development. Moreover, they focus on raising the quality of public service by promoting the universities. Finally, the study proposed some suggestions for the successful implementation of this orientation in Algeria.
