The Role of Personal Accountability in the Relationship between Competence and Compliance in the Procurement Process of Philippine Basic Education

Abstract: Public procurement plays a vital role in government agencies’ operations for their purposes in which all public schools adhere and comply with the rules and regulations set by the Republic Act 9184 otherwise known as the Government Procurement Reform Act. The main purpose of the research was to assess the level of the respondent’s procurement competence and procurement compliance and whether personal accountability mediates the relationship between these two variables. The study adopted a descriptive-correlational research design with mediation analysis. Stratified sampling was used to identify a sample size of 255 respondents from a target population of 510. A semi-structured questionnaire was the key data collection instrument. Quantitative data was collected and analyzed through descriptive and inferential statistics.
