Abstract: Digital Public Infrastructure (DPI) is transforming social protection systems worldwide by improving inclusivity and administrative efficiency, through digital identity systems, interoperable payment infrastructure, and consent-based data governance. The document summarises a workshop examining India's Direct Benefit Transfer (DBT) programme-running since 2013 on Aadhaar-based digital identification and interoperable payment/PFM architecture-which has transformed the scale, speed, and monitoring of welfare transfers across more than 320 schemes, while also illustrating the institutional and governance challenges of large-scale digital infrastructure.
