Modification of estimate documentation for determining the cost of construction projects

Abstract: The article states that during the years of independence, the construction industry went through a thorny path of trial and error, because at the initial stages of its formation, construction organizations did not have sufficient knowledge and practical skills, and worked according to old, still Soviet standards. Currently, the experience of Ukrainian builders is much greater, enriched by the new Guidelines for determining the cost of construction objects and the corresponding software. On a specific example, the procedure for determining the cost of construction objects and the formation of estimate documentation is considered. Emphasis is placed on the symbiosis of estimate documentation: local, object and consolidated estimates. The existing gaps in the Guidelines regarding the definition and inclusion of transaction costs in the cost of construction objects have been established. The need to make changes to the Guidelines on determining the cost of construction by supplementing it with the definition of the concept of "transaction costs" as costs related to the organization of interaction and coordination of relations between economic entities, which are aimed at creating conditions for the effective conduct of economic activity and provide for the reduction of economic benefits due to the disposal of assets or hidden losses, as a result of the opacity of the economic environment and the asymmetry of market information, or the increase of obligations related to the maintenance of the business partnership process. It is emphasized the need to adjust the procedure for determining the cost of construction works and construction objects, provided for in the Guidelines, by supplementing it with metrics for determining transaction costs and including them in the calculation of the cost of construction objects. It has been proven that the practical implementation of the submitted proposals will contribute to a more realistic assessment of the cost of the construction object
