Abstract: The development and utilization of overseas oil, gas, and mineral resources differ significantly from domestic operations in terms of geological conditions, technological requirements, market planning, policies and regulations, investment environments, and transportation conditions. Against the backdrop of economic globalization, competition among countries for oil, gas, and mineral resources has become increasingly fierce, and overseas investment by enterprises entails considerable risks. This book aims to provide information support for Chinese enterprises implementing the "going global" strategy from the perspectives of host‑country investment environment risk, supply risk, transportation risk, and techno‑economic assessment, so as to reduce investment risks and enhance the international competitiveness of Chinese enterprises in utilizing overseas resources.To address this issue, the Ministry of Science and Technology of China organized multiple rounds of expert deliberation, and the project "Risk Assessment and Strategic Site Selection for the Development and Utilization of Overseas Oil, Gas, and Mineral Resources" was approved in 2006 as part of the National Science and Technology Support Program during the 11th Five‑Year Plan period (Project No. 2006BAB08B00). This book is a periodic report of that project, mainly reflecting preliminary results in risk assessment techniques and practical case studies for China's overseas mineral resource development and utilization. It also develops a proprietary risk management prototype system for overseas oil, gas, and mineral resource utilization.This book is suitable for government officials, business managers, university faculty and students, researchers, and practitioners in the oil, gas, and mineral resource sectors.
