Methodology of the analysis of the system of state regulation of the digital economy infrastructure

Abstract:
Conducting an analysis of modern trends in the functioning of the system of state regulation of the development of the digital economy infrastructure requires a substantiation of the methodological approach for knowing the state of such a system. The basis of the formation of such methodological approach are the principles of relevance, comparability, transparency, optimization, comprehensiveness, correctness, and periodicity, the observance of which will ensure obtaining objective results of the analysis. The stages of analytical research are: preparatory (identification of the object and its nature, structuring of the object, selection of indicators for analysis and their grouping); basic (accumulation of statistical data, analysis, identification of object development trends); final (systematization and design of the obtained results, formulation of conclusions). The complexity of the research object led to the formation of several groups of indicators characterizing various aspects of the system of state regulation of the development of digital economy infrastructure: 1) basic technical parameters (access to broadband Internet, functional capacities of enterprises websites); 2) main economic parameters (e-commerce development indicators); 3) personnel support parameters (recruitment and training of specialists in the field of information and communication technologies); 4) innovative and technological parameters (scales of implementation of the latest information and communication technologies in the activities of the country's enterprises - by types of economic activity and size of enterprises); 5) parameters of globalization (positions in world rankings characterizing various aspects of the development of processes of globalization of national economies); 6) normative and legal parameters (current normative acts and strategic documents related to the development of the object of study). The proposed methodological approach will allow obtaining objective results of analytical research, adequate to the real trends of the exogenous and endogenous environment of the digital economy.
