QUALIMETRIC ASSESSMENT OF DIGITAL TRANSFORMATION OF TRANSPORT AND LOGISTICS SERVICES BASED ON THE DTLSI INDEX

Abstract: The article is devoted to the development of methodological foundations for the qualimetric assessment of the digital transformation of transport and logistics services based on the integrated DTLSI (Digital Transport & Logistics Services Index). The relevance of the study is determined by the rapid digitalization of the transport and logistics business, the widespread adoption of artificial intelligence, Big Data, Internet of Things (IoT), blockchain, and smart logistics technologies, as well as the lack of comprehensive methodological approaches to assessing the level of digital maturity of transport and logistics systems. The purpose of the article is to develop a methodology for the integrated assessment of the digital transformation of transport and logistics services through the creation of the DTLSI index, which enables a comprehensive evaluation of the level of digitalization of logistics processes, identification of key factors of digital competitiveness, and monitoring of digital logistics development. The research methodology is based on the application of a qualimetric approach, multicriteria analysis, integrated assessment, AHP analysis, and a system of digital KPIs. The DTLSI structure includes six key components: digitalization of transport management, warehouse logistics automation, integration of information systems and cybersecurity, digital monitoring and tracking, data analytics and forecasting, and the level of digital customer service. The study provides an approbation of the proposed methodology through an expert assessment of the digital maturity level of the TOP-10 global transport and logistics companies. The DTLSI results demonstrate that the highest levels of digital maturity are characteristic of DHL Express, Maersk, UPS, and FedEx, whose digital ecosystems are distinguished by a high degree of logistics process automation, integration of ERP/TMS/WMS systems, implementation of AI/ML analytics, IoT monitoring, and digital supply chain management platforms. The scientific novelty of the study lies in the development of the integrated DTLSI index as a specialized tool for the comprehensive assessment of the digital transformation of transport and logistics services. The practical significance of the methodology consists in the possibility of its application for the strategic management of digital transformation in transport and logistics companies, assessment of the digital maturity level of logistics operators, development of digital KPIs, and support of managerial decision-making within the framework of Logistics 4.0.
