Abstract:
The article provides a comprehensive analysis of the role of public administration as a decisive factor in ensuring the national competitiveness of Ukraine in the context of modern global transformations. The evolution of scientific approaches to the concept of competitiveness is studied - from the classical studies of Michael Porter and Paul Krugman to modern ideas of the concept of the "entrepreneurial state" proposed by Mariana Mazzucato. It is substantiated that in modern conditions, the competitiveness of a country increasingly depends not on the availability of natural resources, but on the level of development of the institutional environment, the ability of the state to create a favorable investment climate and effectively implement digital innovations. Public administration tools that contribute to strengthening economic sustainability are analyzed. In particular, attention is focused on the implementation of transparent digital services, such as the "Diya" ecosystem, mechanisms for insurance of military risks and the development of special tax regimes. At the same time, key challenges have been identified, including a systemic deficit of human capital caused by migration processes and the imperfect functioning of the judicial system. Strategic recommendations have been formulated to improve state policy aimed at protecting property rights, stimulating high-tech industries (in particular, the Defense Tech sector), and transitioning to a people-centric model of governance. It has been proven that harmonization of national legislation with European Union norms and consolidation of efforts of the state, business and civil society are critically important for successful post-war reconstruction. This will create the prerequisites for Ukraine to become an influential innovation center in Eastern Europe.
