THEORETICAL AND METHODOLOGICAL ASPECTS OF STRATEGIZING IN THE NATIONAL ECONOMIC MANAGEMENT SYSTEM IN THE CONTEXT OF CRISIS AND POST-WAR RENOVATION

Abstract:
The article aims to describe the theoretical and methodological basis of the concept of «strategizing» as a fundamental tool for socio-economic development in the context of systemic crises and post-war recovery; focuses on the conceptual shift from traditional, static strategic planning to a dynamic that considers the interests of the state, businesses and civil society; tries to analyse and systematise existing theoretical and methodological approaches to strategizing, identify key research directions, and develop a universal conceptual framework suitable for various management levels. The study seeks to provide a mechanism for aligning the strategies and programmes of diverse economic actors to ensure national economic resilience during the periods of profound instability. Research methods include bibliometric content analysis to identify common features and differences in the interpretation of the term 'strategizing'; classification and synthesis to categorise theoretical provisions into eight thematic groups; case studies focusing specifically on the IT and tourism sectors; and linguistic analysis using frequency counting of key terms and categories. A structured mapping of eight content-related research directions in strategizing theory is proposed: theoretical-methodological foundations; digital transformation; global challenges; national security; industry-specific management; regional development; tourism management; and post-war recovery. Five dominant trends in modern scientific discourse were identified: a shift towards dynamics and adaptability; a high level of stakeholder engagement; a transition from passive forecasting to active foresight; the integration of advanced technologies; and the strengthening of the humanistic vector («noonomics»). The scientific novelty lies in redefining «strategizing» as the creation of a favourable state-level environment for developing individual strategies.
