THE «SMART CITY» CONCEPT AS THE FOUNDATION FOR INNOVATIVE AND SUSTAINABLE DEVELOPMENT OF THE MODERN CITY

Abstract: This article examines the theoretical and practical aspects of implementing the «Smart City2 concept as a modern model for managing urban development in the context of society’s digital transformation. It substantiates the role of smart technologies in ensuring the innovative and sustainable development of the urban environment, improving the efficiency of urban infrastructure management, the quality of public services, and the standard of living for the population. The IMD Smart City Index is analyzed, and the prerequisites for success among leading cities (Zurich, Oslo, Geneva, London, Copenhagen) are identified. The essence of the «Smart City» concept is revealed, along with its key components and operating principles. The study examines the specifics of integrating information and communication technologies into the urban management system. A mechanism for implementing the «Smart City» concept has been developed, which is a comprehensive system of managerial, organizational, and technological measures aimed at creating an innovative, digital, and sustainable urban environment focused on community needs and the city’s effective functioning. The «Smart City» concept takes on particular significance for Ukraine in the context of European integration processes, the digitalization of the economy, and post-war territorial recovery. The implementation of smart technologies contributes to modernizing urban infrastructure, enhances communities’ resilience to crises, and fosters an innovative model of urban governance. Of particular relevance are intelligent security monitoring systems, digital platforms for delivering administrative services, smart logistics, energy-efficient technologies, and environmental monitoring systems. The article demonstrates that the implementation of the «Smart City» concept contributes to increasing the competitiveness of cities, the efficient use of resources, ensuring environmental safety, and creating a comfortable and safe urban environment.
