Abstract: يشهد العالم اليوم عولمة الاقتصاد وعالمية المنافسة، ويتوجه نحو اقتصاد جديد المبني على المعرفة والإبداع، وتجد المؤسسات نفسها أمام منافسة شرسة تتجلى في الأسواق المرتكزة على المعرفة والمعلومة وطرق التسيير الحديثة والأدوات الجديدة المتعلقة بتكنولوجيات الإعلام والاتصال، كلها عوامل جعلت الاستثمار في رأس المال البشري من أهم المؤشرات الموجهة للتنافسية، فعلى المؤسسة أن تكون قادرة على تسيير رأسمالها البشري وتقييم فعاليته، وأن تعرف جيدا كيف توظفه وكيف تحوله إلى قيمة مضافة، وعليه يلعب ﺭﺃﺱ ﺍﻟﻤﺎل البشري ﺩﻭﺭﺍ استراتيجيا مهما ﻓـﻲ تعظيم قيمة المؤسسة، وفي تحديد مكاسب النمو والمردودية المستقبلية للمؤسسات، ويساهم في تحقيق الميزة التنافسية لها، وهو ما يجعله من أهم اهتمامات المؤسسات الحديثة الباحثة عن التميز. Today, the world Knows the globalization of the economy and global competition, and it is oriented to new economy based on knowledge and creativity, for this Enterprises find themselves in front of a fierce competition reflected in markets based on knowledge, data, methods of modern functioning of new tools for technologies, and information and communication technologies. All these factors made investment in Human Capital one of the most important indicators of the competitiveness, enterprises must be able to conduct Human Capital and assess its effectiveness, and they must know how employ it and turn it to an added value, therefore Human Capital plays a strategic role in the maximization of the value of the enterprise, and in the determination of the benefits of growth and future profitability of enterprises, and it contributes in the achievement of competitive advantage, which make it very important to modern enterprises.
