Abstract: الملخص تتناول هذه الدراسة نموذج الحوكمة وضبط خدمة النفايات الحضرية في الجزائر وان الحوكمة ومسار الضبط تعتمد اساسا على مجموعة من الفواعل والادوات (مؤسستيه تشريعية واقتصادية) وتبقى البلديات الفاعل المهم وهذا عن طريق التسيير المباشر للخدمة اضافة الى القطاع الخاص الاقل تطورا. ان الانتقال الى الشراكة ما بين البلديات وفتح السوق للمنافسة يمكن ان يكون احدى الحلول لمواجهة النقص المسجل في قطاع تسيير النفايات الحضرية في الجزائر This document presents the model of governance and regulation of the urban waste services in Portugal. Governance and the regulatory process are based on a set of actors and instruments (institutional, regulatory and economic). Municipalities remain the most important actors with direct management and a poorly developed private sector. The transition to intermunicipality and the opening of the market to competition can be a solution to the insufficiency recorded in the waste sector. Cet article présente le model de la gouvernance et de régulation de service de déchets urbains en Algérie. La gouvernance et le processus de régulation se basent sur un ensemble d’acteurs et d’instruments (institutionnels, réglementaires et économiques). Les communes restent les acteurs les plus importants avec une gestion directe, et un secteur privé peu développé. Le passage vers l’intercommunalité et l’ouverture du marché à la concurrence peut être une solution à l’insuffisance enregistrée dans le secteur de déchet.
