‘THE GREATEST AND WIDEST‐RANGING MARKET FAILURE EVER SEEN’: REALLY?

Abstract: In The Times on 31 October 2006, Sir Nicholas Stern was quoted as saying that climate change is the ‘greatest and widest‐ranging market failure ever seen’. Since it is such a topical issue, we asked students to respond to this claim. Here is the winning entry from the 2007 IEA Student Essay Competition.
