Delivering a World Leading Food and Farming Sector

Abstract: For the last 40 years, farming policy in the UK has been driven by its membership of the European Union and the Common Agricultural Policy. Leaving the EU creates a huge opportunity to reform UK policy. The new policy needs to work for all stakeholders – for the UK's important food and farming sector; for consumers and taxpayers; and for the environment we steward for future generations. This article sets out the UK Government's key areas of focus for policy, as articulated in its consultation document in February 2018 and some of the underpinning analysis. It sets out the document's diagnosis of the current situation and the ideas it puts forward for policy development. A simpler system of regulation and enforcement is envisaged, which prioritises spending on the public goods and environmental outcomes that the public cares about, while phasing out direct payments and allowing the farming industry to develop its underlying competitiveness. Au cours des 40 dernières années, la politique agricole au Royaume‐Uni a été guidée par l'adhésion du pays à l'Union européenne et à la politique agricole commune. Quitter l'Union européenne offre une occasion formidable de réformer la politique du Royaume‐Uni. La nouvelle politique doit fonctionner pour toutes les parties prenantes ‐ pour le grand secteur alimentaire et agricole du Royaume‐Uni; pour les consommateurs et les contribuables; et pour l'environnement que nous entretenons pour les générations futures. Cet article expose les principaux domaines d'intervention du gouvernement du Royaume‐Uni en matière d'action, tels qu'ils ont été énoncés dans son document de consultation de février 2018 et dans certaines analyses sous‐jacentes. Il présente le diagnostic du document sur la situation actuelle et les idées qu'il propose pour l’élaboration de politiques publiques. Un système plus simple de réglementation et d'application est envisagé, qui privilégie les dépenses visant les biens publics et les résultats environnementaux dont le public se soucie, tout en éliminant progressivement les paiements directs et en permettant à l'industrie agricole de développer sa compétitivité intrinsèque. In den vergangenen 40 Jahren wurde die Agrarpolitik des Vereinigten Königreichs durch die Mitgliedschaft in der EU und deren Gemeinsame Agrarpolitik bestimmt. Der Austritt aus der EU ist eine große Chance, die Politik des Vereinigten Königreichs zu reformieren. Die neue Politik muss dabei für alle Beteiligten von Nutzen sein: für den bedeutenden britischen Ernährungs‐ und Agrarsektor, für die Verbraucher und Steuerzahler und auch für die Umwelt, die wir für spätere Generationen schützen. In diesem Artikel werden die politischen Kernbereiche der britischen Regierung dargelegt, wie sie in ihrem Konsultationsdokument vom Februar 2018 und einigen der zugrunde liegenden Analysen formuliert wurden. Es werden die in dem Dokument aufgeführte Beurteilung der aktuellen Situation dargelegt und die darin enthaltenen Ideen für die Politikentwicklung beschrieben. Es wird ein einfacheres System der Rechtsetzung und des Gesetzesvollzugs angestrebt, welches Ausgaben für öffentliche Güter und ökologischen Ergebnisse in den Vordergrund stellt, die die Bürger als wichtig erachten. Dabei sollen die Direktzahlungen schrittweise auslaufen und die Entwicklung der Wettbewerbsfähigkeit der Landwirtschaft ermöglicht werden.
