Formal and statistical aspects of estimating Okun's law at a regional level

Abstract: The paper challenges the common practice of estimating Okun's law at a regional level and investigates the mathematical and statistical model valid for regional applications. Confining to the difference version of Okun's law, the paper demonstrates that if a trade‐off between output fluctuations and fluctuations in the labour market is to hold on an economy‐wide level, a completely different specification of Okunian equations ensues for regions than is currently considered in research studies on the topic. An econometric approach is proposed to provide estimates of Okunian equations compliant with the disaggregation model, and the issue is demonstrated for Italian regions. Este artículo cuestiona la práctica común de estimar la ley de Okun a escala regional e investiga el modelo matemático y estadístico válido para aplicaciones regionales. Limitándose a la versión diferente de la ley de Okun, el artículo demuestra que si se quiere mantener un equilibrio entre las fluctuaciones de la producción y las fluctuaciones del mercado laboral a nivel de toda la economía, se obtiene una especificación completamente diferente de las ecuaciones de Okun para las regiones que la que se considera actualmente en las investigaciones sobre el tema. Se propone un enfoque econométrico para estimar ecuaciones de Okun que se ajusten al modelo de desagregación, y se demuestra para las regiones italianas. 本稿では、地域レベルでオークン係数を推定する慣例的な方法に対する異議を提示し、地域での応用が有効な数学的および統計的モデルを検討する。オークン法則の差分形式に限定して、産出量変動と労働市場における変動の間のトレードオフが経済全体のレベルで維持されると仮定した場合、完全に仕様が異なるオークン法則の方程式は、このトピックに関する現在の研究で考えられているよりも、地域で生じることを実証する。非集計モデルに適合したオークン法則の方程式の推定を行うための計量経済学的アプローチを提案し、この問題をイタリアの地域に当てはめて実証する。
