State Bureaucracy and the Management of Climate Change Adaptation in Bangladesh

Abstract: Bangladesh is widely regarded as a country that is heavily affected by the threats of climate change. In this study, we analyze the management of projects aiming to adapt to climate change in the period from 2009 to 2015. We are interested in two aspects: first, the overall bureaucratic setup of the adaptation regime, and second, the appointment of directors to the individual programs and what role foreign funding plays in making appointment decisions. With regard to the latter, it should be noted that project directors are an important arm of state bureaucracy in Bangladesh who guide the whole implementation and management of a development project, including its financial, regulatory, and informational dimensions. More specifically, we ask whether generalists or professionals are appointed as directors of the relevant projects. En este estudio analizamos la gestion de proyectos que buscan la adaptacion al cambio climatico en el periodo de 2009 a 2015. Estamos interesados en dos aspectos: primero, el arreglo burocratico general de adaptacion al regimen, y segundo, el nombramiento de directores para los programas individuales y el papel que juega el financiamiento desde el extranjero para las decisiones de nombramientos. En lo que concierne a esto ultimo, deberıa mencionarse que los directores del proyecto son una seccion importante de la burocracia de estado en Bangladesh que guıan la totalidad de la implementacion y la gestion de un proyecto de desarrollo, incluyendo sus dimensiones financieras, regulatorias e informacionales. Mas especıficamente, preguntamos si generalistas o profesionales son nombrados directores de proyectos relevantes. Argumentamos y despues demostramos que las oportunidades para nombrar a profesionales como directores incrementan con el volumen del financiamiento extranjero. Este hallazgo contribuye a la literatura existente de la administracion publica en general, y a la literatura acerca de la adaptacion al cambio climatico en paıses de bajos recursos en particular.
