Toward an effective policy mix for domestic waste management in China: Interdepartmental cooperation as an enabler

Abstract: The approach of combining diverse policy instruments is increasingly being applied to address complex environmental and sustainability issues. For such an approach of policy mix to be effective, broader contextual and process factors must be taken into account. In this paper, we identify interdepartmental cooperation within the government as a condition for an effective policy mix, especially for China. Taking domestic waste governance as a case study, we collect policy document data from 32 cities across China in the last decade and verify the influential mechanism between the interdepartmental cooperation network and the policy mix through quantitative methods of social network analysis and regression. The empirical results show that the Chinese government has intensified interdepartmental cooperation over the past decade in the area of domestic waste governance, which has facilitated the increased adoption of policy mixes. In addition, a shift in the policy strategy and policy direction of the Chinese government for domestic waste governance can be traced from the changes in the specific departments involved in the cooperation network. 结合多种政策工具的方法正越来越多地应用于解决复杂的环境和可持续发展问题。为了使这种政策组合方法发挥效果，必须考虑更广泛的情境因素和过程因素。本文中，我们将政府内部的跨部门合作确定为有效政策组合的一个条件，特别是对中国而言。以生活垃圾治理为例，收集了近十年来中国32个城市的政策文件数据，通过社会网络分析和回归分析(定量方法)，验证了部门间合作网络与政策组合之间的影响机制。实证结果表明，过去十年来，中国政府在生活垃圾治理领域加强了部门间合作，这促进并提高了对政策组合的采纳。此外，中国政府在生活垃圾治理政策策略和政策方向上的转变，能追溯到合作网络中具体部门的变革。. El enfoque de combinar diversos instrumentos de política se aplica cada vez más para abordar cuestiones ambientales y de sostenibilidad complejas. Para que este enfoque de combinación de políticas sea efectivo, deben tenerse en cuenta factores contextuales y de proceso más amplios. En este documento, identificamos la cooperación interdepartamental dentro del gobierno como una condición para una combinación de políticas efectiva, especialmente para China. Tomando la gobernanza de residuos domésticos como un estudio de caso, recopilamos datos de documentos de políticas de 32 ciudades de China en la última década y verificamos el mecanismo influyente entre la red de cooperación interdepartamental y la combinación de políticas a través de métodos cuantitativos de análisis y regresión de redes sociales. Los resultados empíricos muestran que el gobierno chino ha intensificado la cooperación interdepartamental durante la última década en el área de gestión de residuos domésticos, lo que ha facilitado una mayor adopción de combinaciones de políticas. Además, se puede rastrear un cambio en la estrategia política y la dirección política del gobierno chino para la gobernanza de los residuos domésticos a partir de los cambios en los departamentos específicos involucrados en la red de cooperación.
