The role of moral values in urban planning: Can the capability approach make a contribution?

Abstract: In the last 50 years, consensus had shifted to the position that planning is necessarily an ethical, value‐laden activity. However, despite the insistence among those who advocate for value‐laden planning, there is little as to how these values should be selected or their role in collaboration and decision‐making. This article explores a potential solution to the role of moral values using the capability approach developed by Amartya Sen. We draw on empirical examples from planning practice in three Hungarian cities, looking at the role played by values in professional planners' judgements at different stages of the planning process. En los últimos 50 años, el consenso se había desplazado hacia la postura de que la planificación es necesariamente una actividad ética y cargada de valores. Sin embargo, a pesar de la insistencia entre los que abogan por una planificación cargada de valores, hay poca información sobre cómo seleccionar estos valores o su papel en la colaboración y la toma de decisiones. Este artículo explora una posible solución al papel de los valores morales por medio del enfoque de capacidades desarrollado por Amartya Sen. Está basado en ejemplos empíricos de la práctica de la planificación en tres ciudades húngaras, donde se examina el papel desempeñado por los valores en los juicios de los planificadores profesionales en las diferentes etapas del proceso de planificación. この50年で、コンセンサスの観点は、計画は倫理的で価値負荷的(value‐laden)な活動でなければならないというものに変わった。しかし、価値負荷的な計画を唱える人々の間での主張であるものの、これらの価値をどのように選択すべきか、あるいはコラボレーションや意思決定におけるその価値の役割についてはほとんど何も示されていない。本稿では、アマルティア・センが開発した潜在能力アプローチを使用して、倫理的価値観の役割に対する潜在的な解決法を探る。ハンガリーの3つの都市における計画実務の実証的な例を基に、専門家である計画立案者の計画プロセスのさまざまな段階における判断において、価値観が果たす役割について考察する。
