The role of the state in responding to natural disasters is examined with an eye to questions of both efficacy and liberty. Disaster relief bureaucracies have some similarities to, but important differences from, welfare relief bureaucracies. Some government programs designed to assist the victims of natural disasters have perverse effects of creating more suffering, and others actively foster irresponsible behavior. The role of the state in coordinating relief efforts is justified, but turns out not to be logically necessary.
