Abstract: This paper discusses why the free allocation of residents’ parking permits in cities leads to a distortion of economic behavior. The amendment of the Road Traffic Act in 2020 will make it possible to charge for residents’ parking permits and thus internalize the external effects caused by parking. The author calculates economically justified prices of resident parking on the basis of various approaches and critically contrasts them with the prices actually introduced. The paper focuses on the need for regulatory measures to reduce the lack of space in German city centers, which is exacerbated by the increasing number of parked cars.
