Abstract:
This contribution discusses European monetary and fiscal policy and corresponding policy proposals made during the Covid pandemic from the perspective of social ethics. The paper contributes to the constitutional economic discussion on these fields of economic policy. It is argued that the policies undertaken here during the pandemic mainly served the purpose of introducing fiscal transfers and public debt. They also led to a further erosion of the monetary policy conception originally specified in the Maastricht Treaty. It is argued that these measures are problematic from the perspective of social ethics, and that they also endanger solidarity on the European level. A set of economically rational and ethically justifiable guidelines for a resilient monetary and fiscal policy is proposed.
