Abstract: The concepts of leadership and organizational culture are extremely complex and while there is a broad literature regarding both terms, there have been very few articles which focus on the relationship between the two. This paper wishes to shed some light on the relationship between leadership and organizational culture in the case of the Hungarian and Romanian public institutions. In addition to prove the existence of a relationship between leadership and organizational culture, I will try to describe with what kind of organizational culture characteristics go together the accepted and rejected leadership characteristics. By using empirical, quantitative research methods it is possible to examine the relationship between leadership and organizational culture of the Hungarian and Romanian organizations, from which certain patterns will be identified in the case of the two countries.
