Abstract:
This article discusses the capacity of high-technology consortiums to contribute solutions to the problem of resource allocation in connection with the economics involved in looking for and producing knowledge. The theoretical framework is based on characterisation of ownership regimes. This concept covers the main methods to grant property rights and is used to formulate related coordination and incentive problems. We use the results of case studies conducted as part of a European research programme to explain the possible role of collective invention in solving these problems.
