L'impact de la réglementation sur l'innovation: une analyse des performances selon la proximité à la frontière technologique

Abstract: Recent literature has discussed the positive effects of competition in goods and services markets on innovation near the technology frontier. We test the effects of product-market regulation on innovation with the aid of variables measuring the intensity of patent filings. The sample includes a panel of 15 industries in 17 OECD countries for the period 1979-2003. Our results suggest that the marginal effect of regulation on innovation tends to rise with proximity to the technology frontier. In many configurations, the effect is significantly positive near the frontier. Our results, therefore, do not support the assumption that a deregulation policy consistently promotes innovation in the developed countries.
