Abstract:
The WAEMU States adopted new convergence criteria in 2015. This paper is a retrospective analysis of the period from 2000 to 2014 focusing mainly on fiscal balance criterion, which is the major change in the new pact. It assesses the level of compliance for the former and new criterion of fiscal balance according to the sigma-convergence method. According to our results, the new criterion of fiscal balance has a lower requirement for States than the former. However, the level of compliance with the new standard, the projections on this latter and the requirements to enter the stability phase show that it will be difficult to converge by 2019.
