Abstract:
Technology transfer from French public research suffers from several setbacks: (i) complex organization of public research institutions, (ii) lack of continuity in national transfer policies, (iii) increasing viscosity due to the skyrocketing number of rules and procedures, hard-to-determine priorities and lack of leadership and responsibility. These problems find their origin in the fact that french national ideology seems to be putting forward collective behaviours and keeps on nourishing strong taboos about enterpreneurship, money and profit.
