Abstract: Under the auspices of Plan Nord, the government of Quebec is launching a major development project for its northern territories. This will tie the region of Nunavik (the Inuit portion of northern Quebec) more comprehensively to the global economy. In the process, this economy will confront a local economy that functions according to altogether different principles. The mindset at the heart of the Inuit economy, based on the gift and common property, is in the process of being challenged by development projects that will take place in the region, which are based on money and global markets. This article explores some of the issues and questions that will result from the development proposed for the region.
