Évolution du rôle des acteurs des réseaux de chaleur dans la conception urbaine

Abstract: The development or rehabilitation of heat networks is positioned at the intersection of energy policies and urban development choices. This necessary crossover is related to the complexity of the implementation process of this type of network. It is necessary to manage and reconcile a number of potentially conflicting objectives, especially between the economic viability of an urban heat network and reduction of the energy needs in buildings. To integrate this complexity, the technical knowledge of the network operator (such as CPCU - Paris Urban Heating Company - in Paris) is essential. Nevertheless, the analysis of three Parisian urban projects Clichy Batignolles, Paris Nord Est and Paris Rive Gauche has demonstrated the key role played by the urban developer much more than the role played by the CPCU. In the case of the three analyzed projects, this stakeholder remains in its role of heat network dealer, a key player but not active and influential in urban planning.
