Le « 1 % paysage et développement », une opportunité relationnelle. L’exemple de l’autoroute A19

Abstract: The 1 % landscape and development is a support mechanism that is implemented in parallel of road infrastructures development or requalification. In the areas where the infrastructure is developed, this mechanism finances actions to enhance the landscape in order to promote local development. Tried out in 1989, this instrument was generalised in 1995 but is now in decline, supplanted by measures to promote biodiversity. At the national level, the article explains its institutional trajectory, put in perspective with the evolution of the relationship between landscape, development and environmental measures. Then the article analyses the local implementation of the 1 % landscape and development from the case study of the A19 motorway in the region Centre in France. The instrument contributes to develop relationship between local actors, and also between local actors, infrastructure et landscape elements. The implementation of the instrument contributes to enhance landscape elements that make sense for local actors around the infrastructure, and which contribute to articulate political landscape and vernacular landscape.
