De l’émergence des projets alimentaires territoriaux à la transition des systèmes alimentaires. Quels chemins possibles selon les modalités de gouvernance ?

Abstract: Created in 2014, the Territorial Food Projects (TFP, ?Projets Alimentaires Territoriaux? in French) scheme offers a territorial and multi-stakeholder framework for a more sustainable development of territorial food systems. Faced with the apparent diversity of the methods of elaboration of these TFPs, we hypothesize that they may reveal types and trends of governance, potentially steering the food system of territories onto different transition paths. First, we highlight six types of governance of the TFPs, outlining three broader governance trends ? ?centralized?, ?shared? or ?territorialized? ? based on a survey revealing the practices implemented for the development of TFPs in the Occitanie region, France. Second, we propose a theoretical modeling of the possible transition paths of the TFPs according to these governance trends ? ranging from public policy to shared management and territorial development project ? by drawing on various theoretical frameworks from institutional economics, notably territorial economics.
