La stratégie des firmes multinationales face aux États: le cas de l’exploitation du nickel calédonien

Abstract: This paper presents an analysis, based on the case of nickel exploitation in New Caledonia, of the relationship between states and MNF. It aims at showing that the partners?objectives differ and that to a large extent MNF can impose its choices. The paper focuses on the innovating mining project of INCO, a Canadian MNF. It is shown that the economic repercussions for the territory will be small. Conversely MNF can negociate considerable tax exemption. Next the question is raised of why the project has been frozen by the firm and it is made clear that once the gains have been obtained in negociation it might be profitable not to exploit the resource. Finally an analysis is made of how important it is for the firm to have projects in at least two countries so as to maximise the concessions of the host countries by imposing competition between them.
