Le fédéralisme et la gouvernance locale en République Démocratique du Congo

Abstract:
Congolese people had just pronounced in favour of Constitution for the third Republic by Referendum in consequence the unitarist form of state in order to avoid chaos and disorder in the country. As matter of fact, politicians resort to judicial subterfuges, as in the past, in order to come to an agreement between protagonists of ?federalism and unitarism?. If the unitarist option has been accepted for understanding fears against the partition of the D. R. Congo when taking into the count the secessionist persisting vague desires. Nevertheless, management and rational motivations as well as socio-cultural, historical and political relevant reasons plead for federalism in the D.R. Congo. Here is our contribution on that we are intending to demonstrate in this paper.
