Abstract:
According to the principles of governance, the implementation of a strategy of precaution should be entrusted to the directly concerned and socially responsible non-state actors: companies and local collectivities. States however intervene to coordinate actions led in a decentralized way and to facilitate the application of the precautionary principle in international agreements.
