Abstract:
Attractiveness of a territory, defined by the propensity to attract productive capital, is it a quality that can be easily acquired ? Or on the contrary, does it progressively develop over time through the consolidation of a prevailing situation ? Resulting from the observation of economic history and the conclusions of economic geography, the second hypothesis is favoured in this paper. The attractiveness has to be understood as the construction of a set of capabilities and consequently as a strategy for development.
