Abstract:
The governance agenda takes considerable liberties with the academic foundation he cites to justify its choice of institutional reforms. His doctrine is theefore a theoretical puzzle with many contradictions. It underestimates the difficulties such as the political feasibility and the macroeconomic credibility required to any institutional transition involving changes in the rules of the game. The agenda was a privileged field of macroeconometric and is currently part of a new empiricism with ramdomization methods. None of these techniques is suited to the study of institutional transformation needed in developing countries.
