Abstract: Through the analysis of the NGO involvement in the national housing subsidies program developed by Ecuadorian government between 1998 and 2006, this paper aim to show how donors can instrumentalize the sense of the ?civil society participation? promoted by their rhetoric, as well as the stakeholders designed by this notion.
