Abstract: The Directorate-General for Globalization, Development and Partnerships' desk officers within the French Ministry of Foreign Affairs are at the heart of the construction of the cooperation and development french multilateral policy. Within this administrative organization, they use many strategies such as the « makeshift job » and the informal way, the variation of meaning of the action carried out as well as their power of expertise and of policies' implementation.
