Abstract:
This evaluation aims to estimate the determining effects on account holders? financial difficulties in paying their water bills. These difficulties are measured using the duration and risk of delay of payment in two databases corresponding to the population and a sample of the municipality of Béjaïa in Algeria. Cox?s specification is applied to duration and the probit model to risk of delay. Our results show that several factors highlighted in various empirical studies impact significantly these difficulties.
