Abstract:
The COVID-19 shock calls into question the resilience capacity of island territories, characterized by their significant vulnerability (remoteness, natural risks, etc.). This capacity is incorporated within a particular framework for non-independent territories. Their intervention in the management of this health crisis depends on the powers and competences they normally have, and on the choice of the national executive to apply an exceptional legal regime.
