Abstract:
The burden sharing of pollution abatement costs, e.g. in the Kyoto protocol context, raises the debated question to know who (which country or which region) should bear what cost. With a model of specific factors reflecting international specialization, we show that it is impossible to abate pollution across countries or regions while meeting both efficiency and equity in the absence of transferts.
